关于滞留海南旅客离岛返程有关事宜的公告

　　旅客朋友们：
　　ToAlltheTravelers：
　　为保障因新冠肺炎疫情滞留旅客有序返程，经省新冠肺炎疫情防控指挥部研究决定，现将滞留海南旅客离岛返程有关事宜公告如下：
　　ToensuretheorderlydepartureofstrandedtravelersinHainanamidtheongoingCOVID19pandemic，uponthedecisionfromtheHainanCOVID19PreventionandControlHeadquarters，thefollowingarrangementsaremade：
　　一、对符合下列条件的滞留旅客，自8月9日起分类分批安排返程：
　　无疫的市县（区），旅客所在旅行团队或入住酒店近7天内没有阳性感染者；或近3天内未出现发热、干咳、嗅觉丧失、肌肉酸痛等临床症状的散客，可凭48小时2次（每天1次）核酸阴性证明返程。
　　低风险区，旅客所在旅行团队或入住酒店7天内没有阳性感染者；或近3天内未出现发热、干咳、嗅觉丧失、肌肉酸痛等临床症状的散客，可凭72小时3次（每天1次）核酸阴性证明返程。
　　中高风险区，经过疫情防控降为低风险区后，执行低风险区规定。
　　在自愿基础上，优先安排具有医疗需要、老年人、儿童、孕妇等特殊人群及其陪护人员返程。

　　StrandedTravelersinriskfreecitiescounties（districts）：
　　Travelersingroupsorhotelswithnoinfectedcasesoverthepast7daysorindependenttravelerswithnoclinicalsymptoms，suchasfever，drycough，anosmia，musclesoreness，etc。overthepast3daysmaydepartupontheproofoftwonegativeNATresultswithinthepast48hours（onetesteachday）。
　　StrandedTravelersinlowriskcitiescounties（districts）：
　　Anytravelersingroupsorhotelswithnoinfectedcasesoverthepast7daysorindependenttravelerswithnoclinicalsymptoms，suchasfever，drycough，anosmia，musclesoreness，etc。overthepast3daysmaydepartupontheproofofthreenegativeNATresultswithinthepast72hours（onetesteachday）。
　　StrandedTravelersinmidhighriskcitiescounties（districts）：
　　Thearrangeddeparturemeasuresforlowriskcitiescountiesapplyforthedegradedmidhighriskcitiescounties（districts）。
　　Priorityinarrangingdeparturewillbegiventospecialgroups（withspecialmedicalcareneeds，theelderly，children，pregnantwomenandtheirescorts）。
　　二、对离岛返程旅客，滞留地市县政府将统一安排将旅客从滞留地点闭环送至机场等地点，由民航等部门安排运力保障返程，并由目的地政府负责对返程人员实施“点对点”闭环接回。
　　。Thegovernmentsofcitiescountiesinvolvedshallmakecentralizedarrangements：transportinginaclosedloopapproachallstrandedtravelersfromtheircurrentsitesdirectlytoairportsandotherhubs，andcivilaviationandothertrafficagenciesshallemploysufficienttransportresourcestoensurethestrandedtravelerstobetransportedtothedesignateddestinationsorthedesignatedreceiversfromdestinationgovernments，completingthe“pointtopoint”closedloophandover。
　　三、离岛返程前，机场、铁路、港航管理部门将严格验核返程旅客健康码、核酸检测结果、防疫行程卡。无法通过手机验核行程卡的老人、小孩，经专家评估符合要求方可离岛。
　　。Competentauthoritiesatairports，railwaystations，portsandothertransportagenciesshallstrictlycheckhealthcodes，NATresultsanditinerarycardsofallthedepartingtravelers，andexpertassessmentsmustbemadefortheelderlyandchildrenwhoseitinerarycardsaren’taccessiblebeforetheirdeparture。
　　四、返程目的地政府将根据本地疫情防控规定，负责“点对点”接回、返程人员健康管理和健康监测。返程人员到达目的地后，须第一时间向当地报告，严格遵守属地防控要求。请符合返程条件的滞留旅客返程前主动与目的地社区和单位对接，了解当地防控具体要求。
　　。Destinationgovernmentsareresponsibleforthe“pointtopoint”pickup，healthmanagementandhealthmonitoringofreturnedtravelersinaccordancewiththeirrespectiveantipandemicregulations。Oncearrivingattheirdestinations，returnedtravelersshallpromptlyreporttotheirlocalcompetentauthoritiesandstrictlycomplywithlocalantipandemicrequirements。Alleligibletravelersforthearrangeddepartureshallcontacttheirdestinationcommunitiesandaffiliationsbeforedepartureforantipandemicinformationandrequirementsattheirdestinations。
　　五、有下列情况之一的滞留旅客，暂不返程：阳性感染者；密切接触者和密接的密接；滞留在中高风险区的旅客。对暂时滞留的旅客朋友们，我们将全力保障生活物资充足供给，提供最友善、最暖心、周到细致的服务。
　　。Noarrangeddepartureshallbemadeforanyfollowingclassificationsofstrandedtravelers：andortravelersstrandedinmedhighriskareas，andsufficientlivingsuppliesandconsiderateserviceswillbeprovidedtoalltheoverstayedtravelers。
　　六、我省有关部门及市县政府将按照分类施策、分批转运、安全有序、严防外溢的原则，成立游客返程服务专班，制定转运具体实施方案，自8月9日从三亚开始，按计划安排旅客有序离岛。具体计划安排及操作规程将及时向社会公布或通过服务专班驻酒店服务人员以适当方式通知旅客。各市县旅文局将开通24小时热线电话接受当地旅客咨询。
　　。Allrelevantauthoritiesandgovernmentsofcitiescountiesintheprovinceshallsetupanantipandemictaskforce，providespecialservicesforstrandedtravelers，workoutdetailedtransportationplansfordepartingtravelersandtaketargetedantispreadmeasurestoensuresafeandorderlytransportationanddepartureofstrandedtravelers。ThearrangeddepartureofstrandedtravelersinHainanwillbeginasplannedasofAugust9，2022，withfurtherdetailsandprocedurestobepublishedintimethroughappropriatemeansbyrelatedservicestaff，andtourismcultureauthoritiesinallcitiesandcountiesinHainanwillprovide24hourhotlineservicestolocalstrandedtravelers。
